I don't have users defined on the Master, still I am able to login into the first Agent, is this as designed ?

You can use the groupadd command.

With "Manager" I assume you mean the ThinLinc master? All the users have to be found by the master AND on all agents they should be able to get sessions on. We recommend using a shared user database for your ThinLinc cluster. You should consider looking into LDAP for example.
