The parameter explicit_agentselection should only be used in special 
cases. Disable it with:

# tl-config /vsmserver/explicit_agentselection=""
# service vsmserver restart

Have you changed any other parameters as well? If you attach 
vsmserver.hconf and vsmagent.hconf, I can take a look at them. They are in 
/opt/thinlinc/etc/conf.d/.

In general, if you are having problems like these, you can always raise 
the debug level to see what's going on:

# tl-config /vsmagent/logging/defaultlevel=DEBUG
# service vsmagent restart
# tl-config /vsmserver/logging/defaultlevel=DEBUG
# service vsmserver restart
