[Thinlinc-technical] custom menu in gnome for users

Hi,

Can any body suggest how I can provide custom menu in gnome desktop panel
for some set of users. For example I want to give terminal and shutdown
facility in  desktop menu for some users and for rest of the users no menu
items should visible.
