This is very odd. We've tried MATE before without any reports of this.
But I tested it on Fedora 18 here, and I get the same bug.

The empty keyboard layout could in fact be expected. MATE is probably
confused by the uncommon keyboard interface in VNC.

As this is a new issue, I'm afraid I don't have any fixes for you. I've
added a new bug entry in our bugzilla though:
