The bug seems to be present even in the original 12.04 release. However, 
apparently it does not happen on all systems, since it's very common that 
*some* /usr/bin/pulseaudio process is running. On my virtual machine, for 
example, PulseAudio automatically starts after boot, even before login:

lightdm   1377  3.2  0.6 343860  5212 ?        S<l  05:10   0:00 /usr/bin/pulseaudio --start --log-target=syslog

After login on the console, I instead get a PA process for the logged in 
user. Thus, no problem on this machine. Perhaps you have a more minimal 
installation of Ubuntu, without GUI login?
